Thank you all for the suggestions. The best solution was to use the CPYSPLF method. My solution that worked ended up being:

OVRPRTF FILE(QSYSPRT) HOLD(*YES) SPLFNAME(WRKJOBSCDE)

WRKJOBSCDE OUTPUT(*PRINT) PRTFMT(*FULL)

DLTOVR FILE(QSYSPRT)

CPYSPLF FILE(WRKJOBSCDE) TOFILE(QTEMP/TESTOVR) +
CRTDATE(*LAST)

DLTSPLF FILE(WRKJOBSCDE) CRTDATE(*LAST)
ENDPGM
