CHGAUT doesn't do the same things as chmod - totally different code path 
for them. E.g., CHGAUT will not work on objects in an NFS share, while 
chmod will. CHGAUT also has no direct concept of owner or group, the 
things that chmod sets. The only crossover that I can see is *PUBLIC 
being the same "other" in chmod - I have verified that using one or the 
other command results in what you want vis-a-vis *PUBLIC.
