Are you sure that's not a charge for the media, or worse a charge from the partner to process the order? You download everything nowadays so unless you have a corporate rule that says you have to have original media, you don't need it. Assuming you have SWMA in place (and you must based on the price quoted below) there is no charge for your upgrade. You can order it and then download everything you need from the IBM web sites.
