I also read the prerequisites and matched them up against another
box  that I know works.
The one that does not work is missing this:

I am assuming that is why I am getting the error above?
  Seems a likely origin for the error, that the product and option 
missing from WRKLICINF are those required by the failing feature.
  Please note that although the CHKPRDOPT result suggests "No errors 
detected", the result [of a prior logged message] also suggests that 
TS1-01 is not installed on the system where that CL request was issued. 
 The logged diagnostic preceding the completion\indication of "no 
errors" suggests that the "product loads" of the LPP option are "only 
defined".  Had the option actually been installed versus merely having 
been defined, then several messages indicating which of the PRDLOD() are 
properly "installed" [or in error] would have been the expected result. 
 I do not recall if there is a parameter on the CHKPRDOPT that would 
force a *DEFINED status to end the request with an error; there may be, 
but apparently not by default.
  So... Seems probable that installing TS1-01 would effect resolution; 
and of course, the TS1-*BASE installed first [if not already], to allow 
the TS1-01 to install.  The following article seems to confirm:
