Off the top of my head, I'm thinking that executable commands would
have to have an ALLOW(*EXEC), while the other ones wouldn't.

Example:

PGM, ENDPGM, & DCL are programming only commands.
RTVJOBA, CRTPGM, DLTF are executable commands.
