I don't know if we know enough of what you are doing, to answer this. 
The optimizer makes its choice of access plan, based on many criteria, 
including the number of records in a table, the frequency of certain 
values, other statistics, and how the machine is running, like memory 
available, other jobs, etc. A CLRPFM could affect some of these.

I suggest using Visual Explain to see why a certain index was selected. 
There are just too many influences on the process.
