I do not believe there is any API for this.

If running V5R2 or above, check for the existence of a data area named QLMTUSRLIB ... see here:

So, if the data area exists in the job's *LIBL, then retrieve the one-byte value from this data area to determine whether 25 libraries or 250 libraries is the current limit in effect.
