Not very sure about the performance, but you could use a CTE. Something
like:

With T1 as (
Select right(lpacct,4) as seed FROM badplpp
)
SELECT seed from T1
WHERE seed >= '7000' and rseed < '8000' and
seed not in (select qsssec from bsysqsp where qsssec = seed )
ORDER BY seed
