I'm not sure about TAPI compliance but I worked for a company that used software from Castel (http://www.castel.com) for many years.

We used it for both inbound and outbound and had it integrated with our custom scripting and CRM software. It was an excellent product. The switch ran on a linux box but it was controlled by software on the iSeries.
