  Since there is a choice in values, then there must be some reason why 
"anything other than 1" may be acceptable.  Easy enough to ignore the 
implication by someone that another choice is evil.?

  Perhaps there was no seriousness in asking about a DCR, but since 
there was no winking emoticon...

  <sarcasm> Every system is used in the identical manner by all, so 
there is certainly no need for that system value irrespective of the 
chosen value </sarcasm>

  While some system configurations will see no value for QLMTDEVSSN=1, 
others may find value in that setting.  There is IMO no good reason to 
waste the time of somebody [or worse, more than one person] at IBM with 
such a request to eliminate a feature which may be validly applied at 
some installations; i.e. where removal of the feature would be a loss of 
function.
