If the subsystem is ended immed it will kill the job immed.
If the subsystem is ended controlled you can do a RTVJOBA ENDSTS(&ENDSTS)
and end your job in an orderly fashion. There's an entry in the PSDS in
RPG to check that also.
If you are looking for some job to start upon someone doing an ENDSBS that
will be more of a trick. A job in a different subsystem can monitor for
the message in qsysopr that a subsystem was ended and then perform an
action. There are solutions to do this like iNav, Robot, Message Labs,
etc.
