Just a wild guess:

SELECT
max(
( Case reductionFlag = '1'
Then rate
else 0
end)
) as maxreductions

max(
( CASE surprimeFlag = '1'
THEN rate
ELSE 0
end)
) as maxsurprime

from mytable where (reductionFlag = '1' OR surprimeFlag ='1')
