The Administrative Tools aren't available on Home versions of Windows. (Well, on XP it wasn't.) That's part of the benefit of purchasing the Pro/Enterprise versions, which also allows the machine to join a domain, run the IIS web server. I had to upgrade my old laptop from Home to Pro to get it to work the way I wanted it to.
