I moved the call statement to the end of the CL that was called at signon time.
It worked this morning and will continue to check it next week. Why moving it
From the front to the end made it work, I am not sure. Unless it had something
To do with the library list setup.

As a guess, instead of debugging, either *CALLLVL or *JOB should work if the origin of the problem is from using [the default of]
OVRSCOPE(*ACTGRPDFN) on the OVRDBF. Overriding with a job scope might be excessive, and likely a DLTOVR LVL(*JOB) request would then be desired or required after the CALL completes.

Perhaps instead of debug why the invocation does not work at signon, perhaps debug why the program *does work* when called "outside" the signon. Determine for example, what "outside" means with regard to the
ACTGRP() of the program from which the CALL is being made. Review the DSPOVR and WRKJOB OPTION(*FILOVR), correlating to the active program on WRKJOB OPTION(*PGMSTK) and its activation group.
