You might like to try our CoolSpools product Guy. Our CVTSPLTXT command can be called easily from CL or RPG (via QCMDEXC) and will include text from overlays and page segments unless you tell it not to. It handles *SCS, *AFPDS, *IPDS, *AFPDSLINE, *LINE and *USERASCII (if PCL).

CPYSPLF does not copy a spool file with an overlay but iSeries Navigator does. How do I automate creating a txt file from a spool file with an overlay?

IBM recommends to write a second spool file without AFP. My manager recomends I keep looking. :-)
