We just had a similar situation.  I couldn't believe what I was seeing.

The network folk did some work on a switch and disconnected the iSeries
ethernet cable for seven hours.  (yes, poor communication).

When they plugged it back in they tested telnet to the iSeries and we able
to signon to the system.

They tested a browser session to the http server on the iSeries and it
worked normally.

The next morning an FTP job hung.  The ftp output log showed that the
command port was operational as it was able to send signon, pw, binary,
and rcmd to the remote ftp server.  The ftp job hung with the put command.

Get this:  The ethernet line in wrkcfgsts *lin ethernet showed the line
staus as rcypnd.

Opened a PMR with IBM and the tech said this can and does happen.  No
further explanation.  Solution was to end TCP/IP, vary off/on the line,
and restart TCP/IP.

Oddest thing I've ever seen.
