ADDPFCST was a great way to add a key to a file created with utilities
like DSPOBJD or something to an *OUTFILE. But, as you've discovered, you
can't do that to tables created in QTEMP.

Usually indexes aren't created to help RPG programs read data so, in the
past, creating an index didn't help unless you were accessing the data
with imbedded SQL.

However with current versions of the OS it is now possible to do something
like
CREATE INDEX... AS ... RCDFMT(MYFILER)...
