From the PMR I created:

Action Taken : This is by design. The cumulative PTF package
ignores the delivery method parameter, and will still attempt to send
the cume on media.

I replied back that they need to add this to the online help.

I do not have anything prior to 7.1 to see if it used to work differently.
If so, it needs to be added to Memo to Users.
