You do *NOT* need to reload the system with a given RS level to get to
that level of fixes. Virtually every O/S upgrade i do is from a custom
set of images or tape created from a partition that has never been
reloaded from s new RS images. It's an equivalent level not a 'specific'
level that is in play here. If you have an IBM i 7.1 partition and have
loaded current Technology Refresh, HIPER, DB, CUMe, TCP, Java, etc and
you create distribution media from that, you have media that's NEWER
than the most recent respin no matter what level it's at.
It's not about getting to an 'exact' level of PTFs, it's about getting
to 'at least' that level of PTFs.
