V5R4 Situation:

User on system console runs a DSPMSG QSYSOPR and the system locks up.

The only way out is an IPL.

IBM says this is caused by a "Locked Interval Table".

A lock is placed on this table but the lock is never released.

This is fixed in PTF MF53548.
