The client is the i.  The server is out in the ether (I think).  Not on an 
i.
You should be able to run ENDTCPSVR *FTP and still ftp out from the client 
on the i to a different ftp server.  ENDTCPSVR *FTP stops people from 
ftping INTO the i.  CHGFTPA affects the server.  FTP (or STRTCPFTP) is the 
ftp client command.  FTP doesn't give a tinker's dam what you put into 
CHGFTPA.
Sort of like if I TELNET from my i into a Cisco switch to configure it the 
TELNET command won't care what my value for QAUTOVRT on my i is - it's not 
creating a session on the i - it's creating it on the cisco switch.
