I'd try a quick test from windows.
C:>lpq -S75.79.xxx.xxx -PHP990
If the queue exists and is not held you should get an answer
C:>lpr -S75.79.xxx.xxx -PHP990 anytext
should print a file.
If those worked or no windows handy, I'd remove the destination options.
