I believe that CRTPFRDTA is part of the OS. When I do a DSPCMD to see the
program that it runs it shows me QPMDSTAR. Looking at the service
attributes of that shows me:
Licensed program . . . . . . . . . . : 5770SS1 V7R1M0

Also a WRKOBJ *ALL/WRKSYSACT shows a copy in QPFR while that same thing
for CRTPFRDTA does not. (See other commands in QPFR.)
