Most people coming from Linux type environments eschew graphical tools,
even those offered on the i such as the web admin interface or iNav. They
prefer a text based environment. The i has that also. You could show
them a telnet interface into the i so they can access
/www/apachedft/conf/httpd.conf
with EDTF. Or, you could create a share to that and they could access it
the tool of their choice. If they need access to more I can't help you
today - REALLY busy.

You may think that first paragraph was coming from way out in left field.
However, that was IBM's attitude when I asked for some enhancements to
iNav for shared memory and semaphores so "end users" could use it for
certain Domino issues.
