You made sure that QAUTOCFG is on? it looks like the console is connecting at the low level, since you are getting the remote control panel and the display.
You have checked that the user profile in DST/SST that you are connecting with has authority? Also, what version of Client Access (and service pack) is on the PC? I would assume V5R4 or later, with a good service pack. Also, is this Win7 or XP?

Here's the problem 9407-515 at V5R4 and CUME 9231. LAN Console connects, Remote Control Panel opens, display session opens but remains blank. CTL01 shows Active and DSP01 show Vary on pending. Reboot of the PC, IPL and a full power off and unplug the box IPL and still no console. No HW/SW support with IBM.
Any one seen this before? Any other ideas? system runs fine unless we need the console. It's like LIC ( at least console support ) can't see the OS
