I have implemented Vertex Q Series Sales Tax for our invoicing application... This product is sold as a programming API, and is delivered on IBM midrange as several ILE Service Programs. They also have SOA based solution that might fit your needs.

The Q series implementation is a port of the common C code that is used to gen this product on Vertex's supported platforms. As such, only C prototypes are delivered with the product. I have, over time, converted the C includes into RPGLE copy members. This product installs locally on the server, or optionally can make use of a remote CLI interface, so that data and product objects on one server may be accessed from another... I have no experience with the CLI implementation.

This is not Vertex's premier product, but I don't think I've seen any intention on their part to kill this product off...

The issues surrounding sales tax calculations are exceptionally complicated, and I do not believe that a simple rate lookup for a location is really sufficient. I suppose it really depends on exactly who and what is being taxed; goods or services, retail exempt, fully exempt, specialized exemptions by purchaser's vocation, what is supposed to happen if shipping from a "destination state" into an "origin state"?... Complicated doesn't scratch the surface...
