Not really sure. From the V5R4 manual
<snip>
Note: Restricted state required: The system must be in a restricted state
to install the following libraries and options of the operating system.
i5/OS libraries QGPL and QUSRSYS
i5/OS option 3 - Extended Base Directory Support
i5/OS option 12 - Host Servers
Some licensed programs and libraries require a restricted state, while
others only require a partially restricted system. Other licensed programs
might require special actions before saving, restoring, or installing a
new copy of the product. However, to avoid installation failures and to
get the best performance during your upgrade, put the system in a
restricted state.
</snip>
That doesn't really mention PASE, unless that's in "Other licensed
programs". Can't find a list that says what is and what isn't.
It also recommends you reinstall the cume and groups after installing
additional options. Of course, if your RSTLICPGM is from a SAVLICPGM with
all the latest cume and groups applied then that might not be necessary.

I am trying to load PASE, 5722-SS1 option 33 via RSTLICPGM and I am
getting a bunch of errors with objects in use in the IFS. Does anyone know
what I need to end to get that to restore?
Cannot open object /QOpenSys/QIBM/ProdData/OS400/PASE/lib/libcrypt.a.
TIA,
Jon
