That looks like some sort of EBCDIC double byte sequence, x'0e' being shift out (of single byte) then a single double byte character x'e0d2' then shift in (to single byte) x'0f'.
What is the CCSID of the PF (& field if applicable) ?
What is the job CCSID? Job default CCSID?
What is the CCSID of the stream file?
