I know you have resolved this by getting a diff format, but since mid 90's 
I've run some free utilities by Bruce Guthrie

(some of this originally written for US Commerce Dept).
Among many other file formats, dBase to ascii-delimited or fixed length 
text.
Never a hiccup. Allows you to build a simple dos batch file for automated 
processing.
Also - I avoid Client Access uploads whenever possible - use ftp and either
cpyfrmstmf or cpyfrmimpf or Scott Klements RPGLE to read/write ifs files.
