Billy,
If you're connecting with ODBC then check the CMT/CommitMode connection keyword which defaults to 2(*CHG) but can be set to 0(*NONE)

Subject: BPCS File Updates
I need to insert and update BPCS /PDM records from a MS SQL stored procedure. I cannot get the insert or update statements to work without enabling journaling on the BPCS/PDM file. Is there another way?

BPCS 8.1
Thanks
