Exactly, take into account:

Migration and training of the end users, historic mails, calendars, etc etc etc
IT training on the support people
IT training on the implementation people
And that's just what comes at the top of my head.
The indirect costs are the cause of some IBM i to x86 projects ending
up in disaster after years and millions spent...
