There are tables and views on the system which track most of this for you.
These actually have the same name as their counterparts on MS SQL Server.
(Wow, industry standards!) These cover Stored Procedures and User
Defined Functions.
For UDF's try modifying "select * from sysfuncs"
For Stored procedures try modifying "select * from sysprocs"
Look at the other SYS* family of views available in QSYS2.

Service programs and procedures are a different animal. They can be used
in sql and wrapped up into a UDF or stored procedure - I've done it. But
they are also often used independently of sql. There is an api to list
the procedures exported in a service program. But I suspect you're also
looking for inputs, outputs and that isn't part of the api.

But I do not know of a tool that is already set up to do this sort of
stuff. Or to provide you more info than the SYS* views can either.
