There was talk in Rochester some years ago Rob but I've heard nothing recently. Bruce Vining might have a better handle on that as he would have undoubtedly been involved in any discussions.

I've long believed that "real" dates are the way to go - but many people use packed fields for dates and therefore found that the century flag worked for them as they did not need to increase the storage usage. Neither does a date field for that matter but other considerations come into play with "real" dates.
