Can anyone tell me what events, other than a restore, or compile,
will alter the Object Change date for an object type *PGM?

First, the same list of actions that would add an object to the Changed Object List per:
How the system updates changed object information with the SAVCHGOBJ command
http://publib.boulder.ibm.com/infocenter/iseries/v5r4/topic/rzaiu/rzaiurzaiu129.htm
"
* Create commands
* Change commands
* Restore commands
* Add and remove commands
* Journal commands
* Authority commands
* Moving or duplicating an object
"

Second, the xxxPGM objects have UPD [Update] commands in addition to the CHG [Change] command(s) which presumably qualify as part of the "Change commands" of the above list. Each of these will have a corresponding "change" audit entry for the activity.

There is also program object conversion, implicit or explicit by STROBJCVN when conversion is [¿both required?] and effected] and SQL access plan updates. Either or both of those actions may update either or both of the "Last Changed date" and the "Changed Object List [for the library]". Since the conversion may only impact the PAS [program associated space] or as with Access Plan only the PAS is changed, these may not be considered to be "object" changes; and if not registered as changed for save purposes, that has implication for B&R, in that the object restored for recovery from a backup strategy using SAVCHGOBJ would require conversion again. These actions are unlikely to have any audit entry generated.
