It looks like you're doing this interactively, right? Add the -vvv
(very very verbose) parameter. Like this:

sftp -oPort=2222 -vvv user_name@199.83.137.157

See if that gives you some more information.

Did you set permissions on the user's home directory, like this: chmod
755 <home directory> ?
