victory), what goes into that position?

I know this is not an IBM issue. I found another 5135 that they also
would very much like to use tray 3. I'm just not understanding what
that value should be.

SWAG... Consider that both the decimal difference 39-20=19 and the decimal difference 21-2=19. Also that assuming either set of values is hexadecimal instead, that does not allow a similar subtraction to get an equivalent difference.
