Like Rob, I've seen it both ways - first / last entry in the library list.
I always include it (and have never, to answer your question, seen a shop
where it wasn't in the LIBL). That said, I always qualify it when I want to
use it. Ergo, in my case, it wouldn't matter if it is in the LIBL or not.
My historical understanding is that it was created to emulate the S/36
Retain-J files; does a poor job of that (except for batch jobs) because the
concept of a job on the System i differs significantly from the /36
definition (a procedure is a job).
