My understanding is that items shipped by IBM go through a rule based
assembly line process in which the box size and packing materials are
(in theory) based on the item being shipped. In your case Rob, it
probably classified your COD as some type of card.

Once I was shipped a large box, approximately 2 ft x 2 ft x 4 feet long.
Inside was another box with packing materials, plastic bags, the
disposable wrist strap and environmental warnings and so on. It took me
several days and a call to IBM to actually figure what was in it.
Turned out it was the "upgrade" to a 3509 tape drive that our CE had
performed a couple of weeks earlier. They had shipped us a small
sticker to place on the tape drive and the shipping rules had classified
it as a tape drive.
