SRC A9002000 because console is varied off and cannot set to ONLINE(*YES)

When I IPL my system I get SRC A9002000 (cannot find console).

The system does come up and I can telnet into it. I find the problem is that neither the console device nor the controller
above it are online at IPL (they are both varied off). Once I vary them on the console appears and the SRC goes away.

When I tried to change the controller and device to ONLINE(*YES) (either before I varied it on, or later on)
neither one allows this parameter to be changed.

Why would changing ONLINE(*YES) be locked out?

This is a V5R2 system using Ops Console.
