Not entirely. Although perhaps irrelevant to your situation, given
available hardware and communications protocols...
Minimally there is also Twinax and APPC [maybe identified as SNA?]
for many 5250 emulators. So an emulator session may still be possible
just as direct attach 5250 hardware and STRPASTHR can still access the
system without TELNET [even without any TCP/IP] being available. The CA
and PComm emulators always used to offer a choice for the type of
connection [method of communication], and only the TCP/IP connection
type [I do not think TELNET is actually named] would be impacted by no
telnet server being active at the target system.
