Just so this thread mentions it, TAATOOL has RTVPFA (retrieve PF 
attributes) that has both MBRS (number of members in the file) and 
MAXMBRS (max members for the file) as parameters.  It uses the DSPFD to 
outfile method mentioned earlier.
