Thanks to all who responded. This is what did the trick:

CRTDTAARA DTAARA(QUSRSYS/QTMFTPEPRT) TYPE(*LGL) AUT(*USE) - disables EPO RT with PTF SI33243 applied to the system - no ptf is needed for releases after R610.

Weird, I know. We need someone smarter then me, like Scott Klement to explain it.
