I verified this - if data changes or if an attribute changes, the last change date is updated.

I tried viewing files using WRKLNK - option 8 has both an "Attribute changed date" and a "Data changed date". They were both changed to the same value when I changed the text description and when I updated a record.

Journaling or a changed column that defaults to current date is the only way to know for sure.

If possible, I would suggest, as other have done, the use of journals. Some
time ago Rob Berendt wrote a real nice post that expressed in a very nice
and succinct way the use of journaling. If interested I can dig it for you,
as I'm sure I have it archived somewhere (it really was a nice intro, and I
wanted to show it to my coworkers)
