I think you are on V7.1. If so there is an option on the STRTCPSVR command  
to start the ssh serve, been there since V6.1.
No need for the SBMJOB old way of doing it.

Try STRTCPSVR *SSHD.

BTW if you have V5R4 IBM cerated a STRENDSSHD command
