Are both configured the same? For example, are they set up to use the
Mail Router first (or only the mail router?)

If they're timing out using MX entries from the recipients domains
first, before the mail router, that could easily give the extra time
(ie 30 seconds for each MX record, timing out because or erroring
out).

I see this from time to time with my MAILTOOL Plus software which also
bypasses IBM's SMTP server.
