That wasn't it, but I did finally stumble on the answer -- my program was opening and closing its files on each pass, and I changed it so the files get opened once on the first pass and closed when it's all done, and that solved the problem. ...

Try changing the number of uses in the prestart job entry and see if it changes the number of rowsets you get successfully.
