As long as you can IPL direct from your save media the Re-spins aren't important to you. If you cannot then you will want to obtain the latest re-spin especially if your hardware is new enough to require it! If you don't have it at that point and you need to IPL from Optical so you can select your tape drive, you are stuck.

No. The TRs now take the place of the re-spin of the BASE DVD. You can
certainly download one if you need it they still build them, but
applying the TR group is sufficient to keep the system up to date.
