Checking RI in a program is basically wishful thinking ...
As I think about this, wouldn't you want to implement constraints using program logic whether constraints are DB defined or not, in order to validate data prior to "insert" or "update", and to provide appropriate error messages to users? What if you have say 12 RI constraints defined in the DB for a given record, what is an appropriate error message?
