If you want to archive them in a daily archive you could try the free ARP-ZIP utility. It's a secure zip archiver and you can add the images to the archive (and restore them) one at a time.
Where are you anticipating the decryption gets done? On the PC? On the download?

If I can add them one at a time to a secure zip file, created daily, and retrieve them in the same manner, ad hoc, that would be great. We do have a database with the current fully qualified UNC path to the images that is passed via remote pc command to the user's desktop for viewing. I do not want to copy the files as that will open up files left behind somewhere unencrypted.
