Frank, The [email] client being used to Reply to messages appears to be truncating the first character from many of the quoted lines.

FWiW, this effect is nothing new. In the archive are many other examples of replies to messages showing the same effect. Even going back three years: http://archive.midrange.com/midrange-l/200912/msg01026.html That loss of integrity of the quoted message, IMO seems somewhat to diminish the value from actually having included the quoted text.
